A Guide to Apply for A Certificate of Good Conduct 

With immediate effect from February 4, 2018 the UAE Government will introduce the updated regulation regarding new work visas in the UAE.

It will become compulsory for all foreign job seekers applying for a new work visa in the UAE, to undertake security background checks. Foreign job seekers are to receive a ‘Certificate of Good Conduct’ once they complete security background checks.


The overall aim is to make the UAE one of the safest countries in the world. Major General Khalil Ibrahim Al Mansouri, Assistant Commander-in-Chief for Criminal Investigation Affairs of the Dubai Police commented “It will help in preventing and reducing crime across the country”.


The screening is applicable only to new work visas. The foreign job seeker must provide the Certificate of Good Conduct from their home country or from the country of residence where the person has been residing during the last five years. This should be certified by the UAE missions abroad or attestation centres of the Ministry of Foreign Affairs as part of International Cooperation.


For those born, raised and living in the UAE will be exempt from the certificate. However, those whom have spent some time in another country before applying for a job must produce a Certificate of Good Conduct. For long-term residents in the UAE who are actively looking for a new visa can apply to Dubai Police or Abu Dhabi Police for a certificate.


The certificate will only be applicable for the foreign worker concerned and not his or her dependents. Dependants or family members, do not need the certificate.


Those planning and coming to the country on visit or tourist visa do not require the certificate either.


Applications can be made on Dubai or Abu Dhabi Police website or using the Dubai Police app which can be accessed on all smartphones and is available in English and Arabic. Here, an individual has to enter his or her name along with the identity card number to initiate the process.

The Certificate of Good Conduct should be issued by the country of origin of the person, or the country where he has been living for the past five years. It should then be ratified by the state’s mission, as well as the UAE Ministry of Foreign Affairs and International Cooperation.


A valid Emirates ID and active email address is required. The costs for obtaining a Certificate are:

  1. UAE National – AED 120
  2. UAE Resident – AED 220
  3. From outside the country – AED 320

It is important that businesses and employers are aware to allocate the appropriate lead time for obtaining work authorisation and residency for the UAE. The purpose of the new regulation is to seek qualified job seekers to meet the demands of the UAE’s labour market.
